Putin suggests new regulations for the deployment of nuclear weapons.

Vladimir Putin has stated that Russia would regard an attack from a non-nuclear state, if supported by a nuclear-armed country, as a “joint attack.” This statement could be interpreted as a potential threat to use nuclear weapons amid the ongoing war in Ukraine.

In significant remarks made on Wednesday evening, the Russian president indicated that his government is contemplating changes to the rules and preconditions regarding the use of Russia’s nuclear arsenal. Notably, Ukraine, which does not possess nuclear weapons, is receiving military assistance from the U.S. and other nuclear powers.

These comments come as Ukraine seeks approval to deploy long-range Western missiles against military targets in Russia. Ukrainian President Volodymyr Zelensky is currently visiting the U.S. and is set to meet with President Joe Biden in Washington on Thursday, where this request is expected to be a primary focus.

Ukraine has made advances into Russian territory this year, aiming to strike bases within Russia that it claims are launching missiles into Ukraine. In response to Putin’s remarks, Zelensky’s chief of staff, Andriy Yermak, stated that Russia has resorted to “nuclear blackmail” to intimidate the international community.

Putin has previously threatened nuclear weapon usage, which Ukraine has criticized as “nuclear sabre-rattling” aimed at deterring its allies from increasing support. Meanwhile, Russian ally China has urged calm, with reports suggesting that President Xi Jinping has cautioned Putin against deploying nuclear arms.

Following a meeting with his Security Council, Putin announced a proposal for a significant expansion of Russia’s nuclear doctrine. He warned that this new doctrine would “clearly define the conditions under which Russia might resort to nuclear weapons,” noting that this could include responses to conventional missile strikes against Moscow.

Putin explained that Russia would consider the possibility of nuclear weapon use if it detected a large-scale launch of missiles, aircraft, and drones into its territory, perceiving it as a “critical threat” to national sovereignty. He asserted, “Aggression against Russia by any non-nuclear state, with support from a nuclear state, would be regarded as a joint attack on the Russian Federation.”

The Kremlin leader emphasized that nuclear arms are “the most significant guarantee of security for our state and its citizens.” Since World War II, nuclear-armed nations have practiced deterrence, based on the principle that major nuclear strikes would lead to mutually assured destruction.

There are also tactical nuclear weapons, which are smaller warheads intended for targeted strikes without causing extensive radioactive fallout. In June, Putin warned European nations supporting Ukraine, claiming Russia possesses “many more tactical nuclear weapons” than those in Europe, even if the U.S. moves its arsenal there.

Putin had alluded to potential changes in Russia’s nuclear doctrine, the framework outlining the conditions for nuclear weapon use. The Kremlin indicated that the changes proposed by Putin should serve as a warning to the West.

Kremlin spokesman Dmitry Peskov elaborated that these developments should be seen as a specific signal warning countries of the consequences if they participate in any form of attack against Russia. He mentioned that Russia is considering whether to publish the updated nuclear documents, with adjustments to the document on state nuclear deterrence currently being formulated.
